The city of York attracts around 8.9million visitors on an annual basis and is home to many historic buildings and world famous attractions. Our client required an experienced Principal Contractor to supply and install hostile vehicle mitigation (HVM) measures across several key locations around the city.

Stakeholders
Due to the extremely busy nature of working within a city centre environment, there was a multitude of different stakeholders involved on this project including road users, residents, business owners, and tourists.
To effectively manage stakeholder engagement, we appointed a locally based Project Liaison Officer who maintained responsibility for engaging with all external project stakeholders throughout. Adopting this strategy added essential local knowledge to the Project Delivery Team, ensured proactive engagement, and minimised concerns raised.
Challenges and Solutions
We were often working in areas of high footfall, in close proximity to the public and occupied premises. All work locations were segregated with pre-agreed, Chapter 8 compliant traffic management arrangements, allowing for safe passage or diversion of the public. This was supplemented by pre-start and ongoing PLO engagements with surrounding businesses and residents.
A myriad of existing below ground services passed through site areas; these often required diversions and close collaboration with service providers. Thanks to our meticulous planning, identification, and safe excavation methods, often in highly restricted working zones, we were able to trace, excavate, and safely divert any existing services without disruption.
We worked in close collaboration with the client, designers and subcontractors to overcome various design changes posed by unforeseen below ground obstructions, and providing various value engineered solutions to required design changes.
Result
Working collaboratively with the appointed HVM bollard supplier, all installations have been successfully completed to a high standard, with minimal impact on residents and businesses.

These HVM works seamlessly integrate with York’s historic aesthetics. The bollard installations will continue to serve as a visual deterrent against vehicle-borne terrorist threats and increase property and public safety for years to come.
